Andrea Kilmer
Andrea serves as CEO of The Garcia Companies and its affiliate businesses. She is a certified public accountant and senior executive with more than 40 years of experience in accounting, finance, administration and diverse business operations. Andrea is a graduate of Old Dominion University and a lifelong resident of Virginia Beach.
Joshua Kellam
Josh is President of The Garcia Companies and its affiliate businesses. He has a diverse background in management, construction, operations, site development, strategic planning, renewable energy initiatives and governmental affairs. A Virginia Beach native, Josh has established a home base in Palm Beach Gardens, Florida.
Brittany Jeffries
Brittany manages various areas of all Garcia businesses including project management, marketing strategies, business development, compliance, and human resource management. She holds a master’s in business administration from the College of William and Mary and is a lifelong resident of Virginia Beach.
Adam Carroll
With a focus on strategic growth initiatives, Adam supports all areas of the companies and provides legal and business expertise for our current and growing operations. Previously in private practice, he has a wealth of experience with complex commercial matters. Adam holds a law degree from Campbell University School of Law.
Kelly Benigno
Kelly serves as CFO of The Garcia Companies and is responsible for financial and operational planning, analysis, and modeling as well as income tax compliance for all Garcia-related companies. She is a certified public accountant and holds a Master of Science in Accounting from James Madison University.
Sam Meekins
Previously in private practice, Sam was a prosecutor and civil litigator. He was recognized as “Legal Elite”, “Super Lawyer”, “Best Lawyers in Hampton Roads” and “AV Preeminent Attorney” and was the recipient of the Virginia Beach Bar Professionalism Award. He is a decorated Vietnam War veteran and holds a law degree from Campbell University School of Law. He’s a native of Norfolk/ Virginia Beach.
Valerie Wilkinson
Valerie serves as Vice President of Special Projects for The Garcia Companies. She manages and executes large, complex, and multi-departmental initiatives. She is a certified public accountant with a Master of Fine Arts from Old Dominion University and more than 35 years of experience in accounting, finance, administration and diverse business operations.
Bob McDonnell
Bob served as the 71st Governor of Virginia from 2010 through 2014. He is also a retired U.S. Army officer and a former Virginia Attorney General and state legislator. He holds a bachelor’s degree from Notre Dame, two master’s degrees in business and public policy, and a law degree from Regent University, where he now serves as a Distinguished Professor of Law and Government. Bob resides in Virginia Beach.
Jason Dugan
Jason has wide-ranging experience in land and construction management, operations and development. He oversees approximately 15,000 acres of primarily agricultural property and the largest privately-operated water management system in South Florida. A Virginia Beach native and previous resident of North Carolina, he now resides on Garcia Farms in Clewiston, Florida.
Attila Szucs
Attila has over 20 years of experience in mining and was integral to the establishment of the sand mine. He provides vision and strategic guidance and leads an expert team to supply quality beach sand. Attila has a bachelor’s degree in mining engineering from the University of Missouri at Rolla. Originally from Missouri, he now resides on Garcia Farms in Clewiston, Florida.
Russell Merle
Russ has nearly 40 years of experience related to management, coordination, and supervision of projects (combined cycle sites and power plants) for the construction/maintenance departments of owners and contractors’ organizations. He oversees Garcia's development work including civil site work for solar plants and water management projects. Originally from New York, he is a longtime resident of Florida.
Eric Sutton
Eric has a vast background in land acquisition, management and environmental sustainability of property and species throughout Florida. He leads Garcia Environmental Services with a focus on sustainable land management practices and conservation efforts within the private sector. Formerly the Executive Director of the Florida Fish and Wildlife Conservation Commission, Eric holds a masters in Zoology from the University of South Florida. He is a native of Kentucky and currently resides in Tallahassee, Florida.
Matt Viola
Matt has nearly 20 years of varied experience in the construction industry ranging from installations to project management. He directs all preconstruction activity and change management for residential, commercial and land development projects, as well as oversees company owned land and commercial properties. Matt holds a bachelor’s degree in anthropology from University of Virginia and resides in Chesapeake, VA.
Robby Armstrong
Robby brings over twenty years of experience in leadership and supervision within the construction and maintenance realm. He consistently demonstrates expertise in the oversight of diverse construction projects and maintenance activities. Additionally, Robby is skilled in contract administration/management and experienced in planning, scheduling, and performing oversight during project implementation.
Alyse Norville
Alyse brings over twenty-five years’ experience in Human Resources. Her scope of responsibilities include compliance, policy/procedure development, employee relations, compensation, full lifecycle recruiting, benefits management, performance management, and training and development. Alyse’s experience spans across the public/private sectors, as well as government-related industries. With a focus on fostering a positive workplace culture and driving organizational success through effective HR strategies, she plays a pivotal role in elevating the HR function. Alyse holds her BS degree in Human Services Counseling from Old Dominion University in Norfolk, VA, is a member of SHRM, and has maintained an active PHR (Professional Human Resources) certification since 2003.
Yamil Correa
Yamil Correa is a skilled Health and Safety professional with extensive experience in the implementation and maintenance of structured health and safety management programs. He has a strong ability to promote, engage, and maintain a proactive safety culture which has enabled him to maintain an incident-free environment across variable job conditions.
Curtis Brown
Curtis is a land management professional who brings 40 years of public, government and private sector expertise to Garcia Land Management and Environmental Services. Curtis formerly served as the Director of Law Enforcement for the Florida Fish and Wildlife Conservation Commission and is a veteran of the United States Air Force. Following retirement, he served as an advisor to the US Fish and Wildlife Service, Office of Law Enforcement, and worked in developing countries as an international conservation consultant for WildAid, Ocean Mind and The Nature Conservancy working in Costa Rica, Gabon, Africa, and the Commonwealth of the Bahamas. Curtis has a passion for land management where he uses his vast experience and knowledge to apply innovative solutions for sustainable land management and conservation measures.
Ashley Davis
Ashley is a dedicated professional with a passion for the construction industry. She began her career with The Garcia Companies in August 2021 as a Project Administrator and since advanced to Director. Throughout her career, she honed her expertise in various facets of the construction field from project coordination to document management, consistently ensuring projects run smoothly and efficiently.
Her commitment to excellence led her to pursue further education, and she is currently working towards a Construction Project Management certificate, aiming to enhance her capabilities and contributions to the field.
Michelle LaMartina
Michelle offers many years of experience within the construction industry primarily focusing on environmental compliance. With prior experience supporting large-scale utility projects, Michelle offers a strong background in Florida's environmental rules and regulations that will greatly assist Garcia Development Company's future endeavors. Michelle holds a Bachelor of Science in Environmental Science from Nova Southern University and is a lifelong Floridian.
